Michael A. Shorstein and Brian T. Kelly are one of the first attorneys in the state of Florida to become Board Certified in adoption law by the Florida Bar.
There are only 18 board certified adoption attorneys in the state, three that practice in Duval County, including Shorstein and Kelly. These board certified attorneys are the only Florida lawyers allowed to identify or advertise themselves as specialists or experts in the field of adoption law.
Adoption law board certification provides a necessary and important protection for birth mothers and adoptive parents. It distinguishes attorneys who have special knowledge, skills and proficiency in adoption law along with superior professionalism and ethics in their practice. Certification is the highest level of evaluation by The Florida Bar. |

The certification of adoption attorneys also allows the public to differentiate those attorneys who are expertly skilled in the area of adoption law from lawyers who do not understand the unique complexities of the adoption statute. Florida adoption laws have changed almost every year over the last decade, and what once was a simpler, form-based process now requires an experienced, specialized, intuitive approach to the complicated statutory framework. Board certified adoption attorneys are experts in this area and, as such, are thoroughly conversant with the adoption statute. |

Michael Shorstein practices exclusively in the area of adoption law since 1990. He specializes in
all aspects of domestic adoptions including interstate,
identified and family adoptions . Mr. Shorstein is an active member of the prestigious
American Academy of Adoption Attorneys and is AV rated by
Martindale-Hubbell.
He graduated from the University of Florida with a degree in Accounting and he received his law degree from Florida State University.
Mr. Shorstein regularly attends adoption seminars to remain current on the many changes in adoption law and practice. He has conducted adoption seminars and presentations for numerous organizations including hospitals and agencies.
He also serves as legal counsel to a Florida licensed child-placing agency. Michael Shorstein and his wife, Robin, have two children, Mathew and
Benay. |

Brian Kelly also practices adoption law including Florida and interstate placements. A member of the Florida Bar for 22 years, he also is a member of the prestigious
American Academy of Adoption Attorneys and is AV rated by
Martindale-Hubbell. He graduated from the University of North Florida with a degree in Education and he received his law degree from the University of Florida.
Mr. Kelly regularly attends adoption seminars to remain current on the many changes in adoption law.
He has vast trial experience and has successfully litigated contested adoptions exclusively representing adoptive parents. He is an avid golfer and he loves to play his guitar. Brian Kelly and his wife, Kim, have three children, Lindsey, Palmer and Peyton.
